Having looked at chapter 942 myself, I'm rather inclined to think that the two sisters aren't going to be Elena and Sera's mom.
DC is also fairly Westernized in many ways (one point being the large number of foreign characters), to the end that I'm pretty convinced that the mangaka wouldn't go for the cousins-dating route. Aoyama-sensei has also always been a master at throwing curveballs at us, I wouldn't be surprised if from here he starts building up "proof" that Elena and Sera's mum are sisters but actually totally blindsiding us lol.
One way this could go is the revelation that Akemi and Shiho aren't actually blood-related (or at least don't have the same mother). I'm not too fond of this theory myself (I feel that this kind of revelation would hurt Ai, given how much she loves her sister), but it has to be noted that they don't seem to resemble each other at all, and the point was brought up previously about characters in this manga being distinctly similar in appearance when they are related (exception being of course the Sera middle brother). (Though of course that scene where Atsushi's old friend saw Akemi's image in Ai may be a point towards their resemblance, so this argument might not actually have any weight)
Still, maybe this arc would be the build up towards finally getting some insight about the mysterious Miyano family.

Conan's thought process on the topic basically goes from "Haibara and that girl Sera is hiding look really alike" to "if they are related, that would mean Akai and Haibara are related too..." and finished with "But wait, weren't Akai-san and Haibara's sister in a relationship before?" The fact that Shuu and Akemi's relationship was brought up at that point implies (to me at least) that the stigma of cousins dating may actually be present (in this manga, even if its not so much in the public view). If the stigma didn't matter, this piece of information wouldn't have bothered Conan at all.
