I stumbled across this article this morning regarding how the Japanese view sleeping. In it, the article discusses how it was socially acceptable for people to publicly take "naps", whether they are students in class or businessmen in meetings. To me, it very reasonably explains the existence of Nemuri no Kogoro and why no one batted an eye whenever Shinichi darted Kogoro. I've never really thought about it, to be honest, but you could be onto something there in regards to Kogoro. Either that, or they think he's so 'out there' anyway that randomly falling asleep is just a new oddity to add to his list.
