Hey guys, I was planning on writing a story and have a question. I want a character to contact someone through a police radio/walkie talkie but I only want that someone to hear the message. Is it possible to do so when every other police radio in the vicinity is in the same frequency? ((I apologize if the answer is really simple and I'm just stupid XD) Thanks!

On the same frequency, no, and especially not if it's on a standardized radio. You could use a code or somehow alter the sending and receiving radio subtly so that other listeners would hear mostly static, but it'd be difficult.
There are exceptions, though. Handheld radios are short-distance, and as such the radio waves they put off can't penetrate thick walls well. Large amounts of metal in walls can form a makeshift Faraday cage, and if both radios are the only ones inside it then they'd be pretty well isolated. So if they were both in a basement or stairwell or elevator shaft, it could happen, but it wouldn't be reliably private. It'd depend on the strength of the radios and the specific surroundings.
